The UK petite fit gap

Just over half of adult women in England are 5'4" and under. The industry serves them by shortening a standard block. Nobody has measured what that costs, because nobody collects the data that would show it.

Petite Hive is being built to collect that data and this page sets out what is already known about petite sizing and fit in the UK, where the data stops, and what happens next.

UK petite sizing data, and why it does not exist yet

Petite Hive is a UK community platform for women 5'4" and under, launching 2026. Members submit fit reviews tagged with their real proportions: height, torso length and balance profile. The result is proportion-level fit intelligence, which is the one thing the fit conversation has never had.

What the fit gap costs, before anyone has explained it

Dealing with returns cost the UK fashion industry at least £7 billion in 2022. In the same year 23 million returned garments were landfilled or incinerated, generating around 750,000 tonnes of CO2.

Of a product's retail price is what it costs a retailer to process a single online return. The margin is gone before the garment is back on the shelf.

Of UK consumers surveyed named incorrect sizing or fit as a reason they returned clothing, ahead of product quality at 81%. Fit is the most cited cause of the most expensive problem in online fashion.

Three numbers, one conclusion. The industry pays for the fit problem at the point of return because it cannot see it at the point of design.

What percentage of UK women are petite? Just over half.

The measured mean height of women in England is 162.1cm, or 5'3.8". The 5'4" petite threshold sits less than a fifth of an inch above the population mean.

Modelling a normal distribution on that mean, using a standard deviation of 6.3cm from UK Biobank, puts 53% of adult women at 5'4" and under. It is an estimate rather than a census. Across the full plausible range of standard deviations, from 5.8cm to 6.6cm, the result only moves between 52.8% and 53.2%, so the conclusion does not depend on the assumption.

The number matters because of what it corrects. Petite is routinely planned as a sub-range. A percentage of the buy. A rail at the back. A filter on the site. The height data says it is not a sub-range at all. It is the half of the distribution below the middle, being fitted by a block cut for the half above it.

The same model puts roughly 6% of adult women under 5ft, which is somewhere between 1.6 and 1.8 million women in the UK. That group is the least served of all, and it is where the fit failures are most severe.

The Health Survey covers England, so applying the proportion UK-wide is an extrapolation. UK Biobank participants are aged 37 to 73 and skew healthier and taller than the general population.

Every figure below is sourced, dated and linked. Where a figure has a limitation, it is stated. Where I could not verify a figure to a source you can open yourself, I have left it out.

53% of adult women in England are 5'4" and under

Modelled from the 2024 Health Survey for England measured mean female height of 162.1cm, with a standard deviation of 6.3cm from UK Biobank. An estimate, not a census. Stable at 52.8% to 53.2% across the plausible range of standard deviations.

If you make clothes: your petite range is not serving a segment. It is serving just over half your female customer base with a block designed for the other half.

162.1cm is the measured mean height of women in England, or 5'3.8"

The 5'4" petite threshold sits less than a fifth of an inch above the population mean. This is the most consistently misunderstood fact in petite fashion. Petite is not a minority at the edge of a distribution. It is the half of the curve below the middle.

Roughly 6% of adult women are under 5ft, around 1.6 to 1.8 million in the UK

From the same model. The sub-5ft group is the most underserved population in petite fashion and the one where standard grading fails most severely.

If you make clothes: this group is almost certainly returning at a rate you have never isolated, because you have never had a height field to isolate it by.

93% of UK consumers surveyed named incorrect sizing or fit as a reason for returning clothing

Ahead of product quality not meeting expectations at 81%. These are multi-select survey responses, so they describe how often fit is a factor, not the share of returns fit causes. Fit is the most cited reason by a clear margin.

£7 billion is what dealing with returns cost the UK fashion industry in 2022, at minimum

In the same year, 23 million returned garments were sent to landfill or incinerated, generating around 750,000 tonnes of CO2. Around 3% of returns cannot be resold at all. The fit problem is a margin problem and a sustainability problem at once, addressed at the point of return rather than the point of design.

Processing one online return costs a retailer 55% to 75% of the product's retail price

Handling, transport, inspection, repackaging and markdown. Around half of all returns are then discounted to roughly 40% of original retail price. On a low-margin product it can cost more to accept the return than to destroy the garment.

The online fashion return rate is roughly 30%, against roughly 10% in store

The channel that cannot be tried on returns at three times the rate of the channel that can. High street petite provision has been shrinking for years, pushing more petite purchasing into exactly the channel where fit failure is most expensive.

Womenswear is the most returned category, at 39% of high intensity online shoppers

Ahead of every other product category. Women return at materially higher rates than men, and womenswear sits at the top of the list.

74% of Millennials and 64% of Generation Z are willing to share their body data for digital avatars

Consumers are not the obstacle to better fit data. Willingness to share, with consent and a clear benefit, is already there and has been measured.

Why petite clothes still do not fit: where the data stops

Every figure above describes the same problem from a different angle. Not one of them explains why a specific garment fails on a specific body.

The industry knows fit drives returns. It does not know which proportions fail against which blocks. No dataset in the UK maps garment fit outcomes to the actual proportions of the women wearing the garment.

Size is recorded. Height is occasionally recorded. Proportion is not recorded at all.
That absence is the reason petite ranges are still built by shortening a standard block rather than re-proportioning it. Not because the industry does not care. Because it has never been handed anything better to work from.

So the question that would actually change a range plan stays unanswerable. For a woman at 5'1", short in the torso, carrying her balance through the shoulder, in a size 12: does your armhole work? Nobody can tell you. Not because it is a difficult question. Because nobody is collecting the answer.

The gap is not measurement. The industry can measure bodies. The gap is outcomes mapped to proportion, at scale, from real purchases.

And it cannot be closed from inside a brand. A brand sees only its own garments and its own customers, and a woman asked to review the fit of something she bought from you will not tell you the whole truth. Cross-brand, honest, proportion-tagged fit data has to be gathered by someone the women trust and no brand pays. That is the structural reason Petite Hive exists, and it is the part that is hard to copy.

Building proportion-level fit intelligence

Every review submitted to Petite Hive carries the reviewer's height in centimetres, her torso proportion, her balance profile and, optionally, the size she bought. Balance profiles use five categories: Shoulder-Led, Hip-Led, Centre-Led, Even-Set and Waist-Defined. No fruit. No geometry. Proportion described by what it does.

The data is captured in a structured, versioned format with explicit consent recorded at the point of collection, so a member's profile history is preserved as her understanding of her own proportions changes.

Not a survey. Not a model. Observed outcomes from real purchases, from the women the clothes were supposedly made for.

At scale, this produces sentences like: "62% of Shoulder-Led members between 5'0" and 5'2" report that this brand's armhole sits too low at a size 10, causing the shoulder seam to drop."

That is a sentence nobody in UK fashion can currently write. It is also a sentence that changes a grade rule rather than a returns policy.

Where I am right now

Petite Hive is pre-launch. The platform is in build. The community is early. There is no dataset yet, and this page does not pretend otherwise.

What exists today is the argument, the evidence base above, and the framework the data will be captured in. What comes next is the community, then the reviews, then the dataset.

I am publishing this now, before the data exists, for one reason. The people who will find proportion-level fit intelligence most useful are the people building next season's blocks, and they are the people I most want in the room while it is being designed.

Who is behind this research

Petite Hive was founded by Alisha Chawda. She is 4'11", which is the whole reason this exists, and she has spent over eight years in procurement, including new product development and supplier management. She holds a CIPS Level 5 qualification, an MSc in Business Innovation, Technology and Entrepreneurship, and a BA in German and Chinese.

That background is the useful part. When a petite range is cut by shortening a standard block, that is not laziness. It is a cost decision made against a demand signal the business does not trust, because nobody has ever given it proportion-level data to trust. The industry is not ignoring petite women. It has been flying blind for decades.

Common questions about petite sizing and fit data

What percentage of UK women are petite?

Using the UK fashion industry threshold of 5'4" and under, roughly 53% of adult women in England. That is modelled from the 2024 Health Survey for England measured mean height of 162.1cm rather than counted, and it is an estimate. At the older 5'3" threshold the figure falls to around 37%.

What counts as petite in UK clothing sizes?

Most UK retailers set the petite threshold at 5'4" and under, though some still use 5'3". Petite is a height definition, not a size definition. It says nothing about dress size, and a petite range can and should span the full size range.

Why do petite clothes still not fit properly?

Because most petite ranges are made by shortening a standard block rather than re-proportioning it. Shortening changes length. It does not move an armhole, a waist seam, a rise or a bust point to where a shorter body actually needs them.

How much do clothing returns cost UK retailers?

Methodology, sources and limitations

This page brings together published third-party research with one piece of original modelling. I would rather tell you where it is weak than have you find out yourself. Every source is linked.

The 53% figure is modelled, not measured. It applies a normal distribution to the 2024 Health Survey for England measured mean female height of 162.1cm, using a standard deviation of 6.3cm from UK Biobank. Across the plausible range of 5.8cm to 6.6cm the result moves only between 52.8% and 53.2%, so it does not hinge on that assumption. It does change materially if the petite threshold moves, which is why I state the threshold everywhere.

The Health Survey for England covers England. Applying the proportion across the UK is an extrapolation. Available evidence suggests women in Wales and Scotland are on average slightly shorter than in England, so if anything the UK figure is conservative.

UK Biobank participants are aged 37 to 73 and are a volunteer cohort that skews healthier and taller than the general population. I use it only for the shape of the distribution, not the mean.

Seven of the figures on this page come from a single source, the March 2023 Institute of Positive Fashion, Roland Berger and DHL report on UK fashion returns. It is the most rigorous UK-specific work available on this question, and it is also a concentration I would rather flag than hide. I'm actively looking to broaden the base.

Some figures I would like to include are not here, because I could not trace them to a source you can open yourself. A statistic you cannot check is not evidence. If you know of published UK work on petite proportion and garment fit that I have missed, please tell me.

Petite Hive has no primary dataset of its own yet. Nothing on this page is presented as Petite Hive data, other than the modelling explicitly labelled as ours. When that changes, the methodology will be published here in full before any finding is.
